What Is this chapter about?

Quality management ensures that project results, project processes and organi-sational conditions comply with the project objectives, which should reflect the full scope of customer expectations. Quality is understood not merely as inspec-tion of deliverables, but as the systematic alignment of objectives, processes and outcomes.

To whom is this chapter primarily addressed?

This chapter is primarily addressed to the project manager. He or she should appoint a person within the team responsible for quality and establish an independent quality control function in order to ensure objectivity and transparency.

What is the significance of the process discussed in the chapter?

Quality management integrates customer expectations into the project system. The quality of results depends on the quality of processes, and the quality of processes depends on the system design in a cybernetic sense. Process execution, in turn, depends on the contractors and team members. QM therefore defines quality sys-tems, measures deviations from objectives and initiates corrective action where required.

How does theprocess work in practice?

First, quality systems, benchmarks and acceptance criteria are defined. Devia-tions from the target state are then identified in results, processes and team engagement. Corrective measures are analysed and submitted to project management for approval. Implemented actions and identified deviations are monitored continuously in order to maintain alignment with project objectives.

What are the main challenges?

The precision with which deviations from the project goal are identified determines the effectiveness of QM. This requires clearly defined standards, measurable criteria and a pragmatic balance between control and flexibility. Quality recom-mendations must be continuously reviewed and refined.

What are the key success factors in this process?

The roles responsible should be defined during the initiation phase. A mini-mum allocation of time and financial resources for quality systems should also be determined at that stage. Clear benchmarks, consistent implementation and the analytical strength, creativity and assertiveness of the person responsible for quality are decisive for success.

Goal

The objective of the quality management process is to ensure that the product created by the project, as well as the quality systems, project processes and other quality-relevant project characteristics, complies with the defined project objectives and requirements and with the approved implementation plan. The process ensures not only conformity, but also transparency and traceability of quality-related decisions and actions. It establishes a structured framework for verifying that defined standards and acceptance criteria are consistently met throughout the project lifecycle. In addition, the process safeguards the project’s ability to adapt. Quality systems and processes must be capable of continuous adjustment and improvement in response to new requirements, emerging risks or newly acquired knowledge. In this sense, Quality Management fulfils both a controlling and a developmental function within the project system.

Process

In consultation with the project team and relevant stakeholders, QM defines quality management guidelines that serve as the basis for designing and evaluating project results, project processes and quality systems. These guidelines establish benchmarks and evaluation criteria against which performance is assessed. Any identified deviations from the defined objectives are documented, analyzed and systematically monitored. Where necessary, corrective or preventive measures are initiated and submitted for decision. The knowledge gained during quality assurance and quality control activities is fed back into the system. In this way, both the quality system and the quality management process itself are continuously refined and improved in a cybernetic control loop.
